The Digital Omnibus delayed the high-risk deadlines and softened the wording of the literacy duty. It did not remove the duty, and it did not stop enforcement starting. Here is the live position.

Amended by the Digital Omnibus on AI, Regulation (EU) 2026/1744, in force since 27 July 2026. Article 4 now asks you to support the development of AI literacy rather than guarantee any individual's level. That makes the measures you took, and your record of them, the thing a regulator can actually ask for. Verified 28 August 2026.
